russian tooltips problem. very important!

i need to use russian tooltips but i am currently using a simply "turkish" pc. i have the russian tooltips in a ms excell document and i must copy and paste them to xml and make sure they will be visible and readable to russian viewers. i have tried to use russian fonts but still when i save and re open the xml it seems like "??? ?????". please help me!

Make sure your XML file is a plain text file.

Also make sure your XML file is encoded like so:

<?xml version = "1.0" encoding="utf-8" ?>
